The state of Illinois recently enacted a law that requires all municipalities to replace their lead service lines. The proposed Federal infrastructure bill has allocated billions of dollars for Lead Service Line Replacement. Details are still forthcoming, but now is the time to get your funding application completed. Add these changes to the Lead and Copper Rule being revised, and it’s time to talk to your Engineer.


Without any funding assistance, the full replacement of LSLs can be an impossible task for many utilities. In the past 36 months, we have helped local municipalities get approved for over $55 million (33% of all the '22 to '24 IEPA Intended Funding lists) in 100% forgivable IEPA loans for lead service line work.

The Illinois Environmental Protection Agency has a limited amount of money set aside for lead service line replacements. We can help you secure your funding!

IEPA Public Water Supply Loan Program


IEPA’s FY 2025 Intended Use Plan will offer 30 year loan terms for all communities.

  • Lead service line replacement loans will be up to 40 year at 0% interest.

Principal Forgiveness Opportunities for Lead Service Line Replacement (LSLR)

  • Communities are expected to receive over $3M in forgiveness per community based on the census tract scoring. We can tell you what your scores are!

  • Project costs include: planning, engineering, administrative, legal, and construction.
